With a LiveCD, its the same as an operating system which is saved on a HDD. You can create files, or maybe (might need a bios upgrade) boot from a flashdrive. I'm sure Ubuntu will allow this. Windows files (such as .exe) will be able to be saved on the flashdrive, but you cannot run them except if you have a windows emulator, such as WINE.

I don't know if you can install new applications when you are running from a LiveCD, but you can atleast downooad them. The way you would execute these files is by using either a Quicklaunch application which usually comes with the LiveCD or run it by the commandline.
